Scope Of Work
- The vehicle is required for use of C&W Depot for transportation of material from Dy. CMM/NJP to C&W store and distribution of the same to different location such as coaching sick line, pit line, goods yard, new goods sick line, passenger yard and also feeding at NRL-RNI, IOC/NJP. Truck will move occasionally HDB, KNE, KIR and NBQ. Although the vehicles are to be provided in West Bengal area of Katihar division. But as and when required may go at any place of Katihar Division or N. F. Railway or any place of adjoining Railways. Hence, the vehicle should have permit of Bihar, West Bengal and Assam.
- TATA or similar steel body vehicle should have minimum 10 T carrying capacity.
- Loading, unloading will be carried out by Railway. Contractor is responsible for safe transportation of materials.
- As the work is relevant with operation, maintenance & break down, delay in en-route is not acceptable. In case of unavoidable circumstances contractor have to arrange alternative transport at once at his own cost.
- The vehicle should be registered for commercial use & should be excellent running condition. Tenderer should mention the model & make & registration number of vehicle along with offer.
- Normal working hours will be from 07.00 AM to 07.00 PM of working days. However, vehicle can be called at any time as and when required even beyond the time limit and on holiday in case of emergency. In those cases prior intimation will be given from railway.
- An expert and experienced driver with valid driving license shall be provided. The vehicle should be accompanied with valid documents along with tools, tackles and spare tyre.
- Driver should report for duly within 30 minutes of intimation.
- In case of brake down, vehicle will have to be replaced within two hours. If alternatives vehicle not provided within that period, Railway will make alternative arrangement and the cost will be recovered from contractor.
- Contractor has to upkeep maintained the vehicle at his own cost and no separate maintenance charges will be paid by Railway.
- Vehicle should have permit to run over entire places of West Bengal, Assam & Bihar with road tax clearance certificate.
- Daily log book is to be maintained showing journey time and distance covered. Driver and concerned official will sign log book every day.
- If any disorder developed in vehicle, the contractor shall have to provide another substitute till such time the vehicle is under repair.
- The owner & Driver of vehicle must give their contact number so that they may be contacted as and when required.
- The vehicle must be provided with a good meter for recording the Kilometers.
- It would be the contractor’s responsibility to pay any damages / compensation arising in journey. Railway shall not reimburse any of such payment. The contractor shall abide by all statuary regulation like EPF Scheme, State Insurance Act, Motor Vehicle Act and other rules in force.
- Fuel, lube oil, gear oil or any other consumables used for vehicle running have to be supplied by contractor and quoted rate should be inclusive of such expenditure.
- In case of demand of the vehicle by the state government or other authority while the vehicle is on Railway duty, it shall be the part of contractor’s responsibility to bear the expenses if any and to get the vehicle released. In such cases contractor shall make stop gap arrangement of alternative vehicle immediately, otherwise vehicle shall be treated as not available on Railway duty for that time.
- The driver should wear neat uniform (Preferably Khaki) and shall perform his duty as per instruction of concerned railway official. Any non compliance shall be treated as breach of contract.
- No parking charges or other such expenses such as toll tax etc will be paid by Railways for West Bengal Jurisdictions. However, other than West Bengal Jurisdictions toll taxes amount paid by contractor shall be re-imbursed on production of valid original documents.
PROVISION OF PENALTY
- In case, driver of the vehicle does not report in time, penalty of Rs.200/- (two hundred) only per hour or fraction of hours will be imposed.
- In case, the vehicle becomes out of order for any reason, and alternative arrangement is not made within two hours, Railway will make alternative arrangement and expenses occurred on this account will be debited from contractor.
- Incase of delay to attend any Rly. break down call due to any reason, or break down of the vehicle en-route at the time of Railway break down attention, cost of alternative means will be paid by contractor and detention charge of Rs.500/- (five hundred) per hour will be imposed.
- If the contractor fails to comply with any of the conditions mentioned in the Special terms & conditions, it shall stand discretionary with the Railway Administration either to take action under the other provisions of this Contract Agreement or to impose penalty to the extent of Rs.1,000/- (One thousand) for each case.
- The penalty so imposed will stand recoverable from the monthly work done Bill or from any suitable mode as the situation warrants.
- If the driver is found in drunken condition or involved in any illegal activity during duty hours, an amount of Rs.3,000/- only will be imposed at each occasion with replacement of concerned driver immediately.
