Scope Of Work
- Annual maintenance contract will cover 10 nos. Air Compressor of Katihar Division (Kirloskar – 08 nos., and K G Khosla – 02 Nos.)
- Contract shall comprise of maintenance against break down and preventive maintenance as and when required.
- Two nos. of technicians with one supervisor deputed by the contractor will visit once in two months to carry out preventive maintenance work. One visit consists of two days for each Air compressor including overhauling both electrical and mechanical aspect.
- Complete over hauling of each air compressor will be done once in year.
- Repairs / maintenance by the contractor shall be carried out during working hours only. However, Railway Administration may allow contractor to work after working hours also.
- Required power and water supply may be provided free of cost during maintenance to run Air Compressor only. In other occasions required power supply will be charged as per norms.
- In case of break down, firm should attend immediately for repair, on getting information for Sr. DME/KIR or his authorized representative through phone / Letter / email.
- Lubricating oil, gear oil, Transformer oil and grease required for maintenance work will be supplied by firm.
- 03 (three) servicing of the 10 nos. Air Compressor will be carried out per year. Servicing comprises of following:
(a) Check the condition of primary oil filter and clean the element.
(b) Check the condition of secondary oil filter and replace the element.
(c) Replace the lubricating oil.
(d) Check the all oil hose condition and flexible/copper pipe line for tightness or damage or choke.
(e) Check all nuts & bolts and tighten if necessary.
(f) Check, repair/replace safety valve, pressure-limiting valve.
(g) Clean air cooling system.
(h) Inspection of bearing and repair if necessary.
(i) Inspection of Electrical fitting like MCCB, Single phase preventer, switches. Repair/Replace, if necessary.
(j) Repair/replacement of Indicators, meters, pressure gauges if required.
Special Terms & Condition
- The contract shall comprise of maintenance against break down and at least one visit Bi-monthly for preventive maintenance/inspection. Thus, there will be at least 6 (Six) visits during a year, of which 3 visit for 4 monthly maintenance service per year. Railways take no responsibility of providing tools and tackles for the said work.
- Any material required for repairs/maintenance in case of any break-down during preventive maintenance under comprehensive scheme shall be part of the maintenance and no extra charges are payable by Railways.
- The contract does not include replacement of the parts damaged due to fire, flood, earthquake etc. Parts damaged due to fire and/or flood, earthquake etc shall be replaced by the contractor on payment of extra charges by the railway. The period of break down in this case would not be considered for calculation of penalty.
- Break down shall be intimated to the contractor or his representative by the railway through Letter, fax or telephone and proper records shall be maintained by the Railway. The break down shall be reported on the working day within the working hours of the contractor (to be specifically indicated in the contract).
- In order to close the complaints promptly, the Engineer of the contractor may need to work after office hours at site. SSE/C&W or his representative will be available at site. Logbook to be jointly signed shall be maintained for this purpose.
- The maintenance will be carried out at site where Air Compressor is available only. In case it is felt necessary to take away any part/assembly or sub-assembly to the contractor’s works for repair / reconditioning etc., the prior permission from the competent authority will be obtained ensuring safeguard of Railway’s interest.
- Any replacement of materials/components listed as against the provision of standby spares, amount as per schedule of rate. The chargeable items may only be replaced on requirement with the approval of Sr. DME/KIR or his representative. The defective parts replaced with new one should be deposited under acknowledgement of the Railway representative and enclosed with the work done bill under which claim for replaced parts has been preferred.
- Railway shall supply electricity for maintenance and Over Hauling work.
- Contractor has to make his own arrangement for any welding work if required for the said maintenance purpose.
- Lubricating oil, gear oil and grease required for maintenance work shall be supplied by firm.
- In addition to SSE/C&W, APO or concerned Technician shall accompany during maintenance work.
- The maintenance will be carried out at site only. In case it is felt necessary to take away any part/assembly or sub assembly to the contractors work for repair etc., prior permission from the Sr. DME/KIR or his representative should be obtained ensuring safeguard of railways interest and for this all expenditure shall be borne by the Contractor
PROVISION OF PENALTY
- If the service engineer of the contractor fails to attend within 6 to 8 hours of reporting (by the railway) the break down, a penalty of 5000.00 (Five thousand) shall be imposed for each delayed day in each occasion.
- In case of breakdown, probable date of commission (PDC) shall jointly be decided by respective Depot. Officer & contractor. In case of any dispute, Sr.DME/IC/KIR decision shall be final. If contractor fails to complete the breakdown repairs within PDC a penalty of 5000.00 (five thousand) will be imposed per day excess over PDC.
- If the contractor fails to complete the two monthly schedule visit (including overhauling both mechanical and electrical aspect) within 02 (two) days for each machine, a penalty of 2000.00 (two thousand) shall be imposed for each day. If contractor fails to attend the schedule visit on prescribed day (which shall be decided in advance), the penalty @ 2000.00 (two thousand) per day shall be imposed.
