Scope Of Work

  • 4.1 The scope of work for the composite contract of mechanized coach cleaning and allied services is as follows) Cleaning and watering of coaches at washing lines
    b) Intensive cleaning of coaches
    c) Cleaning and watering of coaches.
    d) Providing toiletries in AC coaches as per scale
    e) Removing, washing & ironing, fixing of curtains in AC coaches.
    f) Padlock at Pit line and unlock at PF and vice versa.
  • 4.2 Cleaning and watering of coaches at washing lines
  • 4.3 Exterior coach cleaning:
    * Removal of old labels/charts: All old labels/reservation charts tied/pasted on the window bars/exterior panels or kept in label holders should be removed. Papers glued on panels should be soaked thoroughly with water and removed.
    * Shutters to be closed before cleaning: Before starting the cleaning operations, all shutters, both glass and Venetian, should be pulled down on the side which is taken up for washing and cleaning.
    * Dusting: While pulling down the Venetian shutters, they should be dusted hard from inside to dislodge the dust and wiped with detergent dipped cloth.
    * Destination boards: Destination Boards should be removed, if required and cleaned separately and refitted on the coaches to indicate correct destination of the outgoing coach. The area underneath destination boards shall be duly scrubbed and cleaned.
    * Roof top ventilators and curved surface should be brushed to dislodge the dust. All exterior panels including end panels and window shutters should be watered with HP jet and thoroughly scrubbed with long handle brush with application of appropriate exterior coach cleaning compound and then washed with high pressure jet.
    * Sole bars not covered by external body panels should be brushed to make them dirt free. For AC coaches, external windows have to be cleaned and wiped dry thoroughly using glass cleaning solvent and squeeze.
    * Hand rails, window bars and steps should then be washed and wiped clean free of dust and dirt. Care should be taken to wash and clean body panels under the handrails and window bars using special brushes manually. All water & detergent marks shall be removed after the cleaning and washing.
    * External cleaning of coaches: Outside Body, Main doors, side strips of main doors (behind hand rails), Windows, Turn under, End panels of GS & SLR and Main doors, side strips of main doors (behind hand rails), Windows, Turn under, End panels of AC coaches are to be washed. Cleaning shall be mechanized and manual as well, using high pressure jet machine and appropriate chemical.
  • 4.4 Interior coach cleaning
    #4.4.1 Toilets
    * For cleaning door and side walls: Above the waist level, it should not be hosed with HP jet water, but should be thoroughly cleaned in detergent solution taking care that no water goes in to the mirrors. For the remaining area, flush it with high pressure jet to remove loose debris and soiling.
    * The sidewalls below waist level and the banjo shutters should be hosed with water and thoroughly cleaned. All dirty spots should be removed with the use of detergent like soft detergent solution. The ceiling and the sidewalls should thereafter be wiped dry.
    * Any scribbling available on lavatory panels should be removed.
    * The mirrors should be cleaned with glass surface cleaner and wiped dry using squeeze or by appropriate chemicals to clean the mirror using manual window cleaning kit.
    * Washbasins should be cleaned with detergent powder and wiped dry with a duster. *
    * The lavatory floor should be first scrubbed washed clean with a broom and water.
    * Indian style commode pans should be cleaned with approved consumables/detergent/chemicals. All stains or dirty spots on the stainless-steel pan should be removed with prescribed chemicals and immediate flushing with adequate quantity of water to remove all traces of chemicals.
    * The European style commode should also be washed with prescribed chemicals and flushed well with water. The plastic commode seats and covers should be washed with detergent solution/prescribed chemicals and wiped dry.
    * The commode chutes (if available) should be cleaned with a circular brush throughout its length.
    * Disinfectant solution followed by deodorant should be sprayed in the lavatories from ceilings and corners.
    * Apply appropriate chemical on to the toilet bowl and the wash basin and scrub to remove stains and leave it for 10 minutes.
    * Spray appropriate chemical on the toilet floor and scrub wherever required to remove the stains.
    * Flush the toilet bowl and the entire floor with high pressure water jets.
    * Clean all inside walls, doors and ceiling by applying appropriate solvent and wipe dry.
    * Remove mucks from the commode chute (if available in toilets) by scrubbing with circular brush followed with high pressure jet flushing. Use steam to disinfect and deodorize.
    * Apply disinfectant by wiping with cloth dipped in disinfectant and spraying.
    * Overhead tanks / water tanks should be completely filled with fresh water.
    * Spraying of Room Freshener.
    * Cleaning of lower portion of lavatory pan.
    * The dirt and from the wash basin to be removed and wash basin to be cleaned with water and required chemicals.
    ** High pressure jet should not be utilized to clean sidewalls, wash basin etc. toilet floor area is to be cleaned and scrubbed using mop and if required using stain cleaner. Only the toilet and squat pan to be cleaned using high pressure jet.
    # 4.4.2 Doorway, Gangway, Compartment & vestibule area
    *The entire coach length shall be swept dry, manually and all litter, dust & debris shall be collected in polybags to be disposed off at a nominated bin later. Under no circumstances should sweepings be thrown on the washing line.
    *The floor and the corridor should be swept dry with brush banister and sweepings collected in a dust bin.
    * A little wet mopping with cleaning agent.
    * No tissue, no litter and no foot-print should be left behind. Aluminum chequered plate in doorway; corridors between lavatories should be cleaned with scrubbing machine.
    * All ceiling panels should be wiped with a duster and all permanent stains/head grease, dirty spots of all interior paneling/ Rexene / upholstery, metal beading, wall protectors, lavatory pans, wash basins, shutters, seats/berths, racks etc., should be cleaned with a duster dipped in detergent solution, wiped clean and dry.
    * Table tops in the compartment should be cleaned with cloth dipped in detergent solution and wiped dry.
    * To remove dirt, stains due to coffee/tea, betel spittoon etc. and clean the ceiling and floor of the coach.
    * Dust bin from AC and NAC (wherever available) coaches should be emptied and cleaned with chemicals and rinsed & disinfected.
    * The magazine pockets should also be cleaned of rubbish and paper litter, if any.
    * The mirrors in the compartments should be cleaned with a duster and stains, if any, removed with detergent solution.
    * The window panes shall be cleaned with glass cleaning agent and dried.
    * Side wall fittings including tumbler holder and small luggage racks should be cleaned.
    * All varnish finished, painted or polish finished panels or laminated plastic panels should be dusted and dry cleaned. Oil stains or head stains, if any, should be cleaned either with mild detergent solution or cleaning fluid taking care not to affect the surface being cleaned.
    * Electroplated fittings should also be dusted and, if required, cleaned with detergent solution and wiped dry.
    * Cushions should be cleaned with a duster. Oil or head stains and dirty spots, if any, should be cleaned with mild detergent solution and wiped dry.
    * Dust the seats/berths thoroughly, specially the corners and crevices
    * Each berth/cushion must be cleaned with a cloth soaked in detergent and wiped dry.
    * Carpet if provided should be Vacuum cleaned and at least once in a month or as condition demands should be dry shampooed to remove stains.
    * All fittings, cupboards, almirahs, furniture etc. to be wet wiped and disinfected.
    * Water based deodorant / mild & pleasing air freshener shall be sprayed to the curtains and all nooks and corners.
    * Clean the window glass from inside with appropriate solvent and wipe dry and naphthalene balls should be provided inside the window glasses.
    * Vacuuming, Mopping – No tissues, no litter, no foot-prints, no gum, no dirt/residual marks should be left behind.
    * Vestibule area should be swept and mopped. It shall be cleaned with the help of detergents.
    * All window sills should be cleaned with wet duster. Muck and dirt which gets collected in the corners should also be scraped and cleaned. (Remark: Where ever cleaning is required to be carried out appropriate cleaning solutions should be used)
    * The window glasses should be cleaned by detergent solution and wiped dry with a dry duster.
    * The sliding and other doors should be wiped dry, the dust from the corners and ends cleaned and removed.
    # 4.4.3 In addition to the above, in every pantry car –
    *Pick up the litter and large debris and sweep the area.
    * The interior metal portions such as store room racks, staff room walls, kitchen room, partition mesh, grills, gas room etc. should be scrapped and cleaned thoroughly with appropriate cleaning solution to remove soot, stains due to grease, oil fumes etc.
    * The floor shall be scrubbed with cleaning solvent daily.
    * Vacuum dry the floor using wet and dry vacuum cleaner
    * The windowsills, louver shutters, glass shutters should be scrapped and cleaned to remove all muck and stains. The glass should be transparent after cleaning.
    * The aluminum chequered plates on the floor should be attended for removal of muck, stickiness and oil accumulation etc. The other flooring areas should also be cleaned.
    * All stainless steel fittings like food racks, hot case, counter etc are to be cleaned with application of appropriate solvent, disinfected and wiped dry and polished using stainless steel polisher.
    * The hot cases, stoves, washbasins, Rexene surfaces should be thoroughly cleaned.
    # 4.4.4 Parcel and luggage van cleaning
    * The luggage portion is required to be cleaned intensively and disinfected to remove muck and odor using scrubber and vacuum drier
    * The entire interior portion, i.e., side walls, luggage racks, floor, etc., should be washed with water, swept clean and all drain holes opened up.
    * Dog boxes should be thoroughly washed disinfected and its drinking water trough well
    cleaned.
    * The vestibule area shall be washed with HP jet and cleaned thoroughly with brushes to remove all deposits. It shall be sprayed with phenyl for hygiene.

  • 4.6 Locking and Unlocking of Coaches
    * The contractor has to ensure padlocking of all the coaches primarily/secondarily maintained by the requisite depot duly deputing their staff.
    * On arrival of the trains on platform and after alighting of passengers, all the shutters should be closed and the coaches should be padlocked for securing of coaches. Pad locks will be supplied by Contractor.
    * All doors of vestibule coaches are to be locked from inside, light & fan switches to be switched off. Only one door to be locked from outside. All non-vestibule coaches to be locked from inside except one door, which should be locked from outside.
    * The contractor has to ensure pad locking of coaches within the prescribed time (20-30 minutes of arrival).
    * The padlocks should be opened on pit lines before commencement of work.
    * All coaches should be padlocked after completion of the work on pit line.
    * The padlocks should be opened after berthing of trains on platforms 45 min before departure or as advised by Sr. DME/KIR or his representative.
  • 5. Intensive cleaning of coaches
    # 5.1 Scope of work for intensive cleaning of coaches: The purpose of intensive cleaning is to remove stains, all dirt from coach/dirt & muck etc. The schedule of intensive cleaning is as under: Pantry car: Every trip. All other coaches except pantry car: Monthly. During daily cleaning, effort would be to maintain the rake within acceptable cleanliness and hygiene level. Since intensive cleaning will upgrade the cleanliness level of coaches, this activity shall be carried out at specified periodicity without fail. Any reduction in contract quantity will not be permitted for this activity. Payment for intensive cleaning would be made on the basis of score assigned by Railway Supervisor for the rake (Annexure A-1). To ensure proper cleaning separate gang should be deployed for intensive cleaning. Following activities are to be performed.
    * All items of daily cleaning attention
    * Apply polish to the stainless steel wash basins and other items as required.
    * Buffing of stainless steel items such as wash basins, wall protector, and lavatory pans etc. as advised by railway.
    * Steam cleaning of toilet area and wash basins as required.
    * PVC floor cleaning using electric floor scrubber and vacuum cleaner. Corners and inaccessible area to be cleaned using hand held electric scrubber.
    * Cleaning of Seat/Berths using portable electric disc scrubber. Berth flap should be cleaned with wet cloth.
    * Cleaning of LP Sheet and Roof. No graffiti/sticker/cobweb/spot should be visible after cleaning attention.
    * Cleaning of Doorway & vestibule area with scrubber and Vacuum machines. Corners and dustbins to be cleaned with nylone brush. No muck/stain should be visible. Footsteps to be cleaned thoroughly.
    * Cleaning/polishing of amenity fittings/electrical fittings, door handles.
    * All glass window should be cleaned so that no spot is visible. Panes of Louver shutter should also be cleaned with wet cloth.
    * Window sill area needs special cleaning to remove pan stains/spit stains using portable electric scrubber.
    * Visible portion of Roof should be cleaned using long brush.
    * Cleaning of area underneath the berth.
    * Cleaning of turn under
    * Every month water tanks may be flushed completely.

  • 6. Washing of curtains of AC coaches
    On every fortnightly Washing and changing of curtains to be carried out as per following schedule-
    * All the curtains of all sizes of the AC coaches should be washed by soft detergent like Ezee liquid or similar and changed fortnightly.
    * Execution of washing work shall have to be executed in approved and substantial manner.
    * The responsibility for removing and fittings the curtains shall lie with the contractor.
    * Washing of curtain should be done outside the Rly. Premises.
    * Contractor will be responsible for safe fixing of curtains. Any Loss or damage of the fittings & curtains in course of removing/Fixing and washing activity will lie with the Contractor.
  • 7. Water Topping: Full watering of coaches till over flow from opposite over flow pipe to be carried out in every trip
  • 8. Providing toiletries in AC coaches as per scale
    * Liquid soap: For each AC coach, 800 ml (@200ml per toilet per journey) to be supplied for both to and fro trips. Preferred Brand- Lifebuoy/ Dettol or Fresh Hands LQ ELQ, Perl of Haylide or other brand as approved by Railway
    * Tissue Paper Roll in the Western Toilet of AC coach Total 1 rolls one each @ 1 roll per western toilet per trip) -( Spec- two ply of 34 GSM white colour about 25 mtrs each ply of approx 10 cm wide should have about 200 pulls).
    * Odonil or equivalent deodorant should be filled to ensure adequate quantities left in containers at any point of time in each AC toilet of the coach.
    * After the work of cleanliness is completed, all AC coaches & RAs are to be sprayed with suitable room freshener as per requirement so that it is effective for the feel of passengers.
    * For failure to supply required quantity, penalty will be imposed as specified.

Requirement of Staff as per existing Quantities, however, it may increase or decrease during currency of contract due to increase/decrease of trains and any other new policy introduced by Railway.

Cleaning of Vande Bharat Trainset (Coaches):

  • GENERAL INTRODUCTION: It is to be noted that the cleaning instruction to be followed during the internal and external cleaning of Trainset. Suitable cleaning agents can also be used from non-listed cleaning agent manufacturers according to their recommendations.
  • DEFINITION:
    * Clean: Re-create clean external and internal conditions.
    * Damp wipe: For “damp wipe”, all work must be undertaken with a damp cloth without the addition of any cleaning agent.
    * Wash: All following work designated “wash” must be undertaken with a cloth dampened with a non- aggressive cleaning solution.
    * Wash over and wipe clean: Cleaning glass surfaces with the aid of water, cleaning agent and cleaning implements.
    * Take up loose dirt from the floor: Use dustpan and brush, broom or similar equipment to sweep up general loose dirt from the floor, collecting larger items manually.
    * Unusual contaminants: All troublesome soiling, requiring use of special cleaning agents or methods for removal
    * Emptying: All rubbish, including any wedged-in.
    * Clean up: Waste-bins, ash-trays and similar equipment, returning them to their places.
  • INTERIOR CLEANING (NORMAL):

    * Collect all rubbish, if possible dividing according to type, using plastic sacks in the same operation, rubbish bins and similar containers.
    * Sweep up dirt on the floor with dustpan and brush, causing as little dust to fly as possible.
    * Replace seats, rubbish bins and similar containers in their appointed places
    Warning:
    1. When cleaning areas which cannot be reached from the floor, steps must be used.
    2. Never stand on the seats

  • INTERIOR CLEANING (INTENSIVE):
    ** Complete Vehicle:
    * Damp wipe luggage racks, handrails and covers with light wiping-cloth.
    * Marks to be removed from ceilings, walls, doors, visible surfaces of containers, trim panels, covers, light-fittings.
    * Dirty marks on mirrors and windows to be sprayed with glass cleaner and wiped with a clean (recommended) cloth.
    * Clean the floor. Remove troublesome, loose dirt (e.g. crumbs, sand) from upholstery with either an recommended brush or a vacuum cleaner.
    * Damp-wipe handrails, door-handles, door-pushes and emergency handles.

    Warning:
    1. The cleaning staff should take necessary precautions. Personal protective equipment must be used.
    2. The toilet used in this train is vacuum assisted bio-toilet. Only approved cleaning agent as per Compendium on bio-toilet issued by IRCAMTECH to be used.
    3. CARE MUST BE TAKEN that no water is allowed to get into the ventilation slits, partitions, at the seats and hand-holds, floor-plates, articulation joints and surrounding areas or in the corridor connection.

    ** FRP PANELS
    A. Cleaning of FRP Surface from (Soil, Oil and Contaminate):
    (i) Clean soiled, oil and contaminate FRP surfaces with pressure water.
    (ii) To remove surface contaminants such as grease, soil and oils use a 5-10% diluted household liquid dishwasher cleaning agent. Wipe contamination with a sponge, soft brush, or cotton pad as necessary or use pressure washers.
    (iii) Thoroughly clean contaminated surface with water. Be sure all detergent residues is rinsed from the surface.
    (iv) Wipe with cotton cloth to remove water from FRP surface and allow for drying.
    (v) Apply a single wipe of carnauba wax with cotton cloth or buffing machine. Allow for drying 2-3hours at room temperature.
    (vi) If required apply Ethanol or Iso-propanol based sanitizer for interior and allow for drying.
    (vii) FRP is ready for use.
    B. Removal minor burns or scratches from FRP surface:
    (i) Clean soiled, oil and contaminate FRP surfaces with pressure water.
    (ii) To remove surface contaminants such as grease, soil and oils use a 5-10% diluted household liquid dishwasher detergent. Gently scrub with a sponge, soft brush, or cotton pad as necessary or alternatively use pressure washers.
    (iii) Thoroughly clean contaminated surface with water. Be sure all detergent residues is rinsed from the surface. Wipe with cotton cloth to remove water from FRP surface and allow for drying.
    (iv) Minor burns or scratches can be removed by careful, localized wet sanding to remove the stain and scratches renewing the gel coat finish with polishing.
    (v) Start wet sanding with #240 grit and progressing with finer grits: #320; #600; #800; #1200and then polish with a polishing compound -1000, 2000 by buffing machine.
    (v) Apply a single wipe of carnauba wax with cotton cloth and rub with dry cotton. Allow for drying 2- 3 hours at room temperature. Apply Ethanol or Iso-propanol based sanitizer for interior and allow for drying.
    (vi) FRP is ready for use.
    ** GLASSES
    Cleaning of Glass Surface from (Soil, Oil and Contaminate):
    (i) Clean soiled, oil and contaminate surfaces with pressurized water.
    (ii) Use low pressure to wet glass surface. To remove surface contaminants such as grease, soil and oils from glass gently wipe with a sponge, soft brush, or cotton pad as necessary and rings with pressure washer.
    (iii) Again clean with glass cleaning agent to remove deep grease and contamination. Allow for drying and it is ready for use.

    (i) Seat upholstery (Executive & Chair Car Class)
    Instructions
    (i) The dust must be removed regularly every month with a good industrial vacuum cleaner (avoid rubber feet), but also before each treatment of stain, graffiti, tags and general each freshening up.
    (ii) Stains that are the result of a liquid must also be wiped out with a liquid. Use a soft standard washing detergent according to the notice. Soak a synthetic sponge and apply the solution on the stain but do not rub. Then sponge up with a piece of white and clean cotton cloth.
    (iii) To take off chewing gum, use a freezer spray or cool down with ice cubes, wrapped in a plastic bag. Scrap off carefully.
    Caution:
    * Do not use rubber feet for vacuum cleaning
    * Do not rub the textile
    * Do not use acid or alkaline cleaning products
    * Do not separate textile from the foam if water is used for cleaning
    * Do not add water for dry cleaning
    * Do not wash the entire cover

    Instructions
    If the product is exposed to dusty environments, take out the dust on the product by vacuum and then wipe it with damp cloth.
    In the case of liquid spills like coffee, tea, wine etc.; use a highly absorbent cloth .Make sure the stain is absorbed by the cloth. Wipe the remaining stains with a damp absorbent cloth by gentle circular motion.
    In case of spilling oil, wipe the surface with a soapy and cotton cloth. Then gently wipe with a cleandamp cloth in circular motion.
    Caution:
    * Do not clean with bleach and detergents which contain bleach.
    * Secure the surface of artificial leather against heavy impacts.
    * Do not interfere the surface with sharp and cutting tools.

  • ** DRIVER SEAT (FISA)
    General cleaning instructions: Regularly remove the dust by means of an industrial-type vacuum cleaner. Do the same prior to removing the single stain.
    Stain Removal: The wet stains should be removed with a damp cloth.
    (i) Dilute a soft cleansing agent following the respective instructions for use.
    (ii) Moisten a synthetic sponge with this cleansing agent and dab the stain (do not rub in).
    (iii) Then, remove the cleansing agent by means of an absorbent, clean and white cloth or paper.
    Note:
    Use cleaning agents with a neutral off value H7 because acidic or alkaline products reduce the product lifetime.

  • Wet scrubbing using an active or microfibre pad or a red pad* and a suitable cleaning agent (see cleaning and polishing agents table). As water-soluble polishing agents are recommended for the polishing treatment, basic cleaning agents are usually not required.
  • After vacuuming the loose dirt with a wet vacuum cleaner, the polishing treatment is performed in the same way as the initial polishing treatment.

  • As coatings require regular and cost-intensive basic cleaning and renewal, nora systems GmbH
    recommends that noraplan® rubber floor coverings, which are leakproof and have sealed surfaces, not
    be coated.

    Stain table for everyday stain-causing substances:
    Stains will not appear if the substances listed in the table below are removed from the flooring straight away. They can only develop if the media are allowed to dry out. Treating stains can cause fading in the affected places and is usually the result of using higher concentrations of mop-care products after spillages. Depending upon the number and size of the stains, once they have been removed it may be advisable to clean the entire floor followed by a care treatment to assure a uniform overall appearance. This should be done using special cleaners by following the instructions in the technical leaflet. Change the exposure times according to the age and intensity of the stain. An unpleasant odor may be given off when cleaning large areas.

  •  ** GANGWAY (HUBNER)
    The following cleaners can be used to clean the bellows fabric and the linking ceiling:
    (a) For slight soiling:
    (i) pH neutral industrial cleaners (pH6 – pH8)
    (b) For strong soiling or Graffiti – soiling the following cleaning agents on the basis of citric or orange acid can be used:
    (i) DERCAM ® GRAFFORANGE BIO
    (ii) Comorcap LP
    (iii) NOVO PEN-OFF
    The coating of the interior lining (powder coating and lacquer of side wall) are chosen in a way that graffiti can be removed by using the following product:
    a. For slight soiling:
    (i) NOVO PEN-OFF
    b. For strong soiling or Graffiti:
    (i) DERCAM ® GRAFFORANGE BIO
    Cleaning the bridge plates (passage area of gangway)
    (i) In order to remove dirt use an industrial vacuum cleaner or a broom.
    (ii) Only for very hard to remove soiling use a damp cleaning method.
    Cleaning the bellows floor area (underneath bridge plates)
    In order to remove dirt and/or rubbish accumulated over time, cleaning the area of the bellows
    underneath the bridge plates has to occur if necessary, but at least once a year, using an industrial
    vacuum cleaner. Proceed as below:
    (i) Unlock, open and dismount the side walls.
    (ii) Dismount the middle tread plate of the combination bridge.
    (iii) Flip up the wagon sided bridge plates.
    (iv) Insert the nozzle of the industrial vacuum cleaner into the opening and remove the dirt/garbage
    accumulated in the lower area of the bellows.
    Cleaning the bellows fabric, the linking ceiling and the side walls
    (i) Thoroughly clean the soiled fabric of the bellows using the above mentioned cleaners. Use a
    soft rag.
    (ii) Thoroughly clean the soiled surface and the gap coverings of the side wall using the above
    mentioned cleaners. Use a soft rag.
    Note :
    Suitable cleaning agents can also be used from non-listed cleaning agent manufacturers
    according to their recommendations.
  • GANGWAY (LINCE)
    Cleaning agents: The following cleaning products can be used for cleaning:
    (i) Minor contamination: pH neutral industrial cleaner (pH6-pH8)
    (ii) Heavy soiling or scribbling: clean with citric acid based cleaners as Grafforange, Comorcap LP.
    Cleaning of Bellow Bottom: To remove the long-term accumulated dirt or litter, clean the bottom of the bellows, if necessary with an industrial vacuum cleaner, but at least once a year. Cleaning should be
    done with following method:
    (i) Remove the side protecting plate and lift the step plate till the vertical position.
    (ii) Place the nozzle of the vacuum cleaner on the bottom area of the bellow to remove dirt and
    garbage.
    Cleaning of Bellow Fabric and Side Wall:
    (i) Fully clean the stained bellow fabric with listed cleaning agent and soft cloth.
    (ii) Fully clean the smudge on the side protecting plate assembly and skirt with listed cleaning agent and
    soft cloth.
    Note :
    Suitable cleaning agents can also be used from non-listed cleaning agent manufacturers according to their recommendations.
  •  EXTERNAL CLEANING:

    Exterior cleaning to be done as per Railway Board’s letter no: 2016/EnHM/06/09 Dated 23/08/2018.

    Caution: The exterior of the coach is painted with anti-graffiti paint. Necessary precautions to be observed.

PROVISION OF PENALTY

  • 1.1 For poor quality of cleaning work i.e. improper cleaning/ sanitation, and drain blockage a spot fine for ₹2,000/- to ₹5,000/-, can be imposed.
  • 1.2 If on any day cleaning activities are not carried out for reasons other than those attributed to force majeure, then penalty of Rs. 5000/- per day/rake shall be imposed. In such cases no separate penalty for shortage of manpower shall be imposed.
  • 1.3 Penalty to the tune of Rs. 500/- shall be imposed per rake per instance for not locking/unlocking of coaches as detailed under the ‘Schedule of Work’
  • 1.4 Penalty of Rs. 250/- per coach per occasion shall be imposed for not watering any coach.
  • 1.5 Penalty of Rs. 250/- per machine/pit line shall be imposed for not deploying machine as per resource specification.
  • 1.6 In case of adverse remark on cleaning quality and method by any inspecting official or in the event of any passenger complaint, the contractor will be liable for a penalty of minimum Rs. 1000/-(Rupees one thousand only) or / and the compensation awarded to complainant in any court of law and/or in consumer court.
  • 1.7 Penalty of Rs. 200/- per occasion if flooding of water inside coach (other than toilet floor) is reported during cleaning activity.
  • 1.8 Penalty of Rs. 500/- shall be imposed per occasion for dropping garbage, collected from the coaches during dry sweeping, on the railway track/ maintenance line.
  • 1.9 Penalty of Rs. 100/-per coach per case shall be imposed if the toiletries is not supplied as per the prescribed quantity.
  • 1.10 Penalty of Rs. 500/- per rake per case shall be imposed if chemicals used are of unapproved brand or less than the prescribed quantity.
  • 1.11 Penalty equivalent to the rate of 100% of the coach for intensive cleaning shall be imposed for not attending the intensive cleaning.
  • 1.12 A penalty of Rs. 100/- per day per incidence shall be imposed for non attending the hydrants within 48 hours.
  • 1.13 A penalty of Rs. 100/- per person will be levied for the staff having improper uniform.
  • 1.14 Penalty of Rs. 100/- shall be imposed for not attending the window glass/window shutter per coach during the pit line examination.
  • 1.15 Penalty for shortage of manpower @ Rs. 1000/- per person per day
  • 1.16 Suitable penalty for theft, loss, missing of sanitary and water supply installation/equipments, fittings shall be imposed by Railway administration.
  • 1.17 If three months stock of consumables & chemicals are not found by any inspecting official, a penalty of Rs.5000/- shall be imposed.
