SPECIAL TERMS & CONDITIONS:

 

  • 2.1 Before bidding for the work the tenderer (s) is / are advised to visit respective coaching depots as in Tender Schedule and also visit the site personally to ascertain the quantum of work, nature of work and other requirements including manpower required to be engaged. Tenderer(s) shall also acquaint himself / themselves with the local conditions, nature of work and all other matters pertaining thereto.
  • 2.2 The contract work involves maintenance and fitment of different type of passenger amenity fittings in railway coaches and general maintenance of coach interior at coaching depots KIR, KNE, NJP & BLGT. The word fitment shall mean renewal or replacement of defective or damaged fitting provided earlier in the coach or new item to be provided in the coach which originally was not provided in the coach. Fitment shall be done in coaches in the coaching depot mostly during maintenance of coaches in pit line/washing line as per trip maintenance schedule of coaches. The work shall also to be required in sick line during sick line attention. The work in pit line shall be carried out in shift. The works are carried out at Coaching Depot KIR (old) in three shift, Coaching Depot KIR (new) in two shift, coaching Depot KNE in one shift, coaching Depot BLGT in one shift & coaching Depot NJP in three shift.
  • 2.3 Railway may at its discretion increase or decrease the quantity of work depending upon the actual arising periodically or in the event of increase or reduction in maintenance of coaches per day or in case of special need. Contractor shall ensure deployment of adequate manpower and resources to match such changes in work load communicated to him by SSE/C&W/IC of respective Depots from time to time. 
  • 2.4 All tools and tackles mentioned in Appendix-A required for the work are to be arranged by the contractor at his own cost. These tools and equipment should be made available for pit line Maintenance batch wise. Contractor shall ensure round the clock availability of these tools and tackles in sufficient quantity so that the work is not affected.
  • 2.5 The work shall be carried out under the guidance of Railway Supervisor within the stipulated pit maintenance timings. About 06 (Six) hours of time will be available to attend the work in one rake of 18-24 coaches for Primary maintenance whereas the allowable time may be reduced during secondary maintenance at Pit line. For the above purpose, the contractor’s site supervisor will report to the staff.
  • 2.6 Railway shall not be responsible for any claim of wages by his manpower for any idle time or non availability of rake due to operational requirement/ maintenance schedule/cancellation of train/ late running of train.
  • 2.7 Concerned rake in-charge SSE/JE shall prepare coach-wise list of rake deficiency/defect before 1 hour from the start of work and shall handover the details to the contractor supervisor at earliest for such attention. Contractor staff shall start upper gear work right from reporting of first coach deficiency/defect to avoid loss of maintenance time and shall report to concerned rake in-charge SSE/JE after completion of work with detail attention of rake deficiency/defect. The Concerned rake in-charge shall again counter check the rake and if there is still some deficiency/defect left unattended in a coach then rake in-charge shall advise to contractor to again attend the work and complete the work before rake releasing time. Incoming DDR record and Final attention to deficiency record must be jointly signed by concerned SSE/JE and contractor’s supervisor.
  • 2.8 Contractor supervisor shall record the list of works attended and bring to the notice of rake SSE/JE for inspection before removal of stop board. Works attended shall be in satisfaction of the rake SSE/JE wherein rating of SSE/JE shall be given. Any rework required shall be done well in time before removal of stop board (under maintenance time). Any dispute/discrepancies regarding rating shall be decided by concerned Depot officer along with rake supervisor & contractor’s representative
  • 2.9 Deficiency/defect found at the time of Inspection by higher officials shall be recorded by rake SSE/JE for further fitment/attention by contractor staff.
  • 2.10 List of work to be attended by contractor staff shall be prioritized as per advised by rake SSE/JE depending on the quantum and complexity of the work.
  • 2.11 Firm has to provide one Supervisor per maintenance slot per rake. The supervisor should be ITI/Diploma holder and staff should be certified professionals. The supervisor will organize the said operations, monitoring and maintenance in the shift during which the trains are maintained in the depot. He will be reporting to nominated Railway Representative and will be responsible for all the activities of the work and signing of monitoring Performa. The supervisors should be acquainted with such types of jobs with satisfactory working knowledge.
  • 2.12 The Contractor will have to deploy skilled manpower having minimum qualification of ITI in trade of Carpentry, Plumbing, Trimming and welding. The skill of skilled manpower will be verified by depot In-Charge or his authorized representative and certified by concerned Depot officer before actual deployment on trains. In case of any dispute pertaining to skill of the skilled staff, the decision of the Sr.DME/KIR or his nominated representative will be final and binding on the contractor. In this direction SSE (C&W) may assign any work to judge competency of staff and quality of work done. The decision of Railway shall be binding on the contractor.
  • 2.13 The nature of works involves induction of skilled manpower along with helpers. Necessary
    Certificates need to be submitted to validate the skill set of the skilled artisans involved.
  • 2.14 During the period of contract, nominated Railway authority will have authority to ask the contractor to remove/replace any staff members in the event of any misconduct of the later. For this purpose the concern depot officer/SSE(IC)
  • 2.15 In case of increase in work load, the contractor shall provide additional man power as deemed fit by concerned depot officer/SSE-In-charge.
  • 2.16 The Firm has to deposit the old removed Railway Material to the nominated place after completion of the work as per instructions of nominated SSE/JE. The Contractor should not dumped by the side of washing line or pit line or sick line. Any refuse/ garbage generated during the course of work shall be disposed-off by the contractor
  • 2.17 The Railways shall provide free space for office site, storage of Tools, machines and consumable within the working premises. The site and space decided by the concerned Depot Officer/SSE(IC)’s decision will be final will be final. Contractor shall provide pre-fabricated structure within depot. Contractor shall be responsible for the safe custody of the machine, store and manpower.
  • 2.18 The cost of damage to the railway property if incurred by the contractor or his employee during the execution of work will be borne by the contractor.
  • 2.19 If any staff/worker of the contractor is found indulging in undesirable or unlawful activities e.g. criminal acts, alcoholism, drugs, misuse of premises, theft etc., the contract will be liable to be penalized/terminated.
  • 2.20 The contractor shall be liable for the safety of his workmen during the course of contract. It is made clear that no claim/ compensation would be entertained for any type of accident/ incident involving his labour. Any compensation, however, as required under law would be payable by the contractor.
  •  2.21 The Contractor shall ensure that only the staff in uniforms as approved by Railway Administration shall be allowed for duty. Staff must also wear an Entry permit/badge/I-card as approved by the Railway Administration. The workers shall be supplied with sufficient sets of clean uniforms by the contractor at his own cost so that they wear them at all time while working and keep them clean.
  • 2.22 Any typographical (typing) error shall not be construed to be benefit of the contractor; in all cases the interpretation & decision of Sr. DME/KIR shall be final and binding upon contractor.
  • 2.23 The contractor should engage only those persons who have been medically examined by the Medical Practitioner having minimum MBBS degree and their character and criminal antecedents should also have been duly verified by the police/RPF. The contractor shall submit the medical fitness and character verification certificates of his employees, who shall carry out the said works, to the concern Depot. Officer/SSE/C&W/IC, before taking up the job inside the complex as well as in between as and when any of his employee is replaced with new employee.
  • 2.24 The contractor shall submit the BIO-DATA (Name, Father’s name, Address, Age, Passport size photo, Aadhar Card copy, bank account no. etc.) of his employees duly attested by the contractor to the concerned Depot officer or his representative, before taking up the job inside the depot or trains as well as in between as and when any of his employee is replaced with new employee. No person without above details should be inducted for the work.
  • 2.25 Issue of Entry Permit: Contractor shall issue ‘Entry Permit/ badges’ (as per approved format by Railway) to all his employees being deputed to carry out the said works, including the Supervisor. Only those employees, having and wearing valid entry permit/badges, details of whom have been submitted to the concern Depot officer will be allowed to work inside the depot complex/ train/ station.
  • 2.26 Scale of resources: As per site visit by the contractor, sufficient resources shall be deployed by the contractor for the satisfactory work and complete maintenance of passenger amenities at various coaching depots of Katihar division. Railway reserves the right to issue instructions to the contractor to enhance the resources of various categories at any stage during the currency of contract to achieve desired results.
  • 2.27 It shall be the discretion of consignee to advise the contractor to spread the manpower of various categories in to various shifts as per the requirement for best results. The scale of manpower should be assessed for maintenance of different types of coaches per day at designated locations.
  • 2.28 The contractual staff will have to work in shifts round the clock i.e., 24×7 in various shifts/trains.
  • 2.29 The contractor has to ensure painting, lettering, touch up of painted surface of the coaches, moldings of the lavatories and compartments and destination/ Indication board as per Railway’s requirement/ as per instruction of Railway’s supervisor.
  • 2.30 The material shall be provided by the railways and if sufficient quantity of materials is not available with the railways, the contractor shall be bound to cannibalize (pooling) the material from stable rakes or sources as advised by Railway and for this purpose no extra payment shall be made to the contractor.
  • 2.31 Making of frame for photos/ notices / stickers etc. and fitment of these frames into the coaches shall be under the scope of work of this contract.
  • 2.32 Materials shall be supplied by railway for fitment in coaches. Railway supervisor shall be responsible for the maintenance of the coaches on Pit line/ washing line (or in the sick line as the case may be), shall draw these materials for fitment in the coaches from the Coaching Depot Store. Contractors shall be responsible for depositing scrap/release material at nominated place or as decided by SSE/JE of rake. 
  • 2.33 The work shall be carried out without affecting other maintenance work and in consultation with the SSE(C&W) or his authorized representative while other contractor’s men are working in the coaches, men should work in coordination with other agencies involved in cleaning and pest control so that there is no delay or deficit in attention to cleaning or pest control or fitment of Passenger amenity items in the coaches.
  • 2.34 All direct or indirect costs and obligations pertaining to employment of specialized manpower will be borne by contractor under the scope of work.
  • 2.35 Payment will be made on monthly basis, based on no. of coaches attended by the contractor on the pit, /washing / sick line.
  • 2.36 Measurement & Evaluation of the Work: Work executed by the contractor shall be inspected by the Railway supervisors or his superiors. Such works which have been executed properly to the satisfaction of Railway’s supervisor or his superior shall be cleared for payment. Satisfactory or unsatisfactory work execution of work shall be recorded in a form mentioned in Appendix-B, Appendix-C and Appendix-D which shall be jointly signed by both the Railway’s supervisor and contractor’s representative. Such form shall be filled up for each rake/train to record works executed in the rake under supervision of SSE (C&W) in a day. A copy of such record shall remain in the custody of concerned SSE(C&W) and contractor’s representative and one copy shall accompany the bill for verification and payment. This record will be the basis of measurement and recording of work in MB.
  • 2.37 Contractor is solely responsible to ensure that the entire statutory requirements pertaining to the work are fulfilled. In case of any discrepancy noticed in compliance of statutory requirement at later stage, the contractor shall only be responsible & also liable to meet all the requirements/compensation if any awarded by concern related Government authorities. In any case, Railway will in no way responsible for non- compliance of any of statutory requirement on the part of contractor with regard to Labour Laws, Taxation etc. for the entire period of contract.
  • 2.38 The contractor should print the format of Appendix-B, Appendix-C and Appendix-D for Primary & Secondary maintained trains for evaluation of the work performed by them. These formats should be printed in booklet form and numbered serially. The cost of stationery will be borne by the contractor. 
  • 2.39 Nominated representatives of Railway shall inspect the coaches after maintenance activities have been performed. The quality & quantity of work will be inspected daily for each train. An objective and clear-cut system of checking for each item of work is defined and placed at  Appendix-B, Appendix-C and Appendix-D.
  • 2.40 The contractual staff will have to work in shifts round the clock i.e., 24×7 in various shifts/trains. The Contractor will have to execute his resources according to the maintenance period of the trains & offer services on multiple shifts basis. In case of late running of trains, the contractor in liaison with the SSE(C&W) / Depot In- charge will reschedule and arrange his resources to ensure that the coaches are attended even if trains arriving late.
  • 2.41 The Contractor shall furnish complete details of the personnel to be deployed with supervisor(s) giving the working timings. The name/list of all the employees along with supervisor should be submitted to the concerned Depot In-charge /SSE(C&W) or his authorized representative before starting the actual work.
  • 2.42 The Contractor will be responsible for providing necessary training to his men for proper up keep of all safety gadgets and materials to protect its men/Machines from electric shock/short circuit/accident. Railway shall not be responsible for any such mishap.
  • 2.43 All the tools, tackles and equipment as required in this project shall have to be owned by contractor. The Contractor shall be responsible for round the clock availability, serviceability and maintenance of these tools and equipment. These tools and equipment should be available with each batch and dedicated to this contract and cannot be taken out for any other job.
  • 2.44 The Contractor is expected to maintain entire database of coaches/rakes attended by him for analytical purpose at the end of every month & at the end of year. The Contractor is also expected to make available this database to Railway whenever desired.
  • 2.45 If any compensation/penalty is to be paid by the Railway in compliance of the order/judgment passed by the court, consumer forum or any other law-enforcing agency on default of the contractor or his person/servant/employee to the complainant, the said amount shall be liable to be paid by the contractor. 
  • 2.46 On job training: On job training for 7 days to all the contractor staff to ascertain working competency which is compulsory in respect of nature of work. This training will be given by the Railway before starting of the work in free of cost. Competency certificate will be issued by the concern Depot Officer/SSE (C&W) IC. Whenever a new staff joins, in that case on job training will be provided by trained staff of the contractor who have the Competency certificate which will be evaluated by the concern Depot Officer/SSE (C&W) IC and competency certificate will be issued accordingly. Only trained & certified staff will considered for valid duty under the contract agreement.
  • 2.47 The Pit maintenance fittings of the rake may very depending upon the Railways’ time table, the  contractor has to work and deploy his staff in accordance with the maintenance timings. The work shall be carried out under the guidance of Railway Supervisor within the stipulated pit maintenance timings. 
  • 2.48 In case of any complaint/requirement to attend the coaches on the platform either terminating trains or through passing trains, the contractual staff deployed at washing/Sick line shall attend the coaches on the platforms with in the minimum possible time on being directed and for this no extra payment shall be made by the Railways.
  • 2.49 WORK DIARY: The depot will open a Work Diary for this contract for which the Contractor will indicate the details of the works carried out daily and it should be jointly certified by both SSE/C&W or his this Work book will form part of the monthly bill for verification. Additional records / registers if any should also be maintained and the details recorded as per the directions of SSE/C&W.
  • 2.50 The work to be performed on Outcome & Activity Basis however, the minimum number of manpower that to be engaged per Pit line for smooth operation are bring down in the table below. The Tenderer has to provide the proposed manpower while participating in Bid.

  • 2.51 Minimum Manpower Requirement for the subject work:
  • Note:-
    a. Rake placement may occurred at any time within 24*7 as per Schedule.
    b. Placement at Sick line may occurred at any time within general shift unless any unavoidable circumstances.
    c. For cases of ICF rake placement where there isn’t any work associated with PPFS/EPPFS, the manpower for PPFS/EPPFS may have utilized & moved to any of the required location under sole discretion of Sr.DME/KIR.
    d. The table mentioned above showing the strength of rakes/coaches are indicative only, which may vary during the execution of the contract within the contract period. Railway administration reserves the right to vary the pit schedule/alter the rake composition/addition/deletion of rakes as per RB guidelines under sole discretion of Sr.DME/KIR.
    e. Railway administration i.e. Sr.DME/KIR reserves the right to alter the manpower deployment for a particular rake/coach based on requirement basis for better maintenance practices & uniform distribution of manpower. The changes under such cases will be applicable & borne to the contractor.
    f. Rest Giver to be provided as per extent laws.
    Note:- The manpower indicated in the aforesaid table is minimum only, however the contractor has to deploy the required manpower based on work load requirement. The proposed manpower should not be less than minimum manpower as mentioned furnished in the aforesaid table.
  • 2.52 Deployment of Supervisor:
    (a) The contractor should deploy 01(one) dedicated skilled supervisor in respective locations (KIR/KNE/NJP/BLGT) as per shifts for overall supervision of the work of upper gear maintenance, curtain change & maintenance work of EPPFS/PPFS system.
    (b) Both the work of pit line & sick line should be covered under the overall supervision of shift supervisor at the respective location.
    (c) Distribution of contractual staff at each batch for respective Pit line should be done by Supervisor before starting of work.
    (d) The supervisor in shift should report & coordinate with Railway section in-charges/on duty upper gear SSE/JE for better maintenance practices & should aware about the failure/complaints arise enroute & should rectify the same.

  • 2.54 CODE OF CONDUCT:
    a. Dress code:
    i. Every contractual personnel working for this contract work should always be in specified uniform at all times.
    ii. Dress should be clean and worn properly.
    iii. The colour/design of uniform may be changed with prior approval of Sr.DME/KIR.
    b. Timings:
    i. All personnel to report on work on the assigned time and be present till the assigned time
    for leaving.
    c. Behaviors:
    i. All personnel need to be courteous to Railway Staff.
    ii. All work-related issues or objections should be directed, handled by the Site Supervisors.

Scope Of Work

  • 3.1 The scope of work involves carpentry, plumbing, painting, trimming, welding, maintenance of Pneumatic/Electro pneumatic flushing system in LHB coaches and Fitment/ Replacement of curtains in AC coaches and all other works related to internal furnishing of coaches.
  • 3.2 Fitment / replacement of curtains / Roller Blind of AC coaches for Pit service based trains with a Frequency of work-fortnightly i.e. once in 15 days for a particular coach. If curtain change of a particular Coach is attended multiple times within fortnightly period, payment shall be made for 01 quantity only provided that the coach should be unique in nature.
  • 3.3 All minor consumables such as thread /Teflon tape / sealant / Sand Papers / Paint brushes & necessary tools / drills / cutters etc., shall be used and provided by Contractor at his own cost and no additional cost will be provided for these items. These consumables should be as per IS Specification and may be upgraded further as per railway requirement on advice of SSE/C&W/IC/KIR & NJP or higher authorities.
  • 3.4. The Scope of work also includes Maintenance of Pneumatic / Electro Pneumatic Flushing System (PPFS / EPPFS) in LHB coaches for pit service based trains either at Sick line or Pit line provided the work should be executed on Defective / Non-functional / Out of warranty system only.
  • 3.5. The maintenance of PPFS/EPPFS includes complete overhauling of Defective/Non- functional & out of warranty system once, so that the system runs through entire period of the contract smoothly. Daily attention as per schedule of this system should be carried out under upper gear maintenance for proper functioning of this system.
  • 3.6 MAINTENANCE WORK TO BE CARRIED OUT:
    3.6.1 Checking and attention of loose fitment of passenger amenity and furnishing items: (i) Inspection of all fittings (i.e., Magazine Pocket, Bottle Holder, Coat hook, mug with chain, handles, throw over latch, door closers, commode lids, mirror, mirror self, soap container, barrel bolt, Air freshener, Odonil container, pipe fittings and its connections & securing clamps etc. as specified in tender document) and identifying the loose/damaged/deficient fittings in coach.
    (ii) Screwing or tightening of loose fittings.
    (iii) Reporting of damaged/deficient items to on duty Railway supervisor.
    (iv) Fitment of damaged/deficient should be done as mentioned in 3.6.3.
    3.6.2. Functional check and attention of Assemblies/Fittings in coach interior:
    i. Visual examination of all berths and attention/repair to any defect e.g., stitching of open joints, fitting of berth chains, berth holding latches, tightening of loose screws, stitching of berth rexin, replacement and repair of berths.
    ii. Visual examination of curtains and curtain fittings in AC coaches and minor attention/repair to any defect e.g., stitching, replacing curtain runner, fixing curtain holder and brackets, replacement of torn curtains, periodical replacement of curtains as per periodicity specified.
    iii. Examinations of all seat/berth numbering and paste new sticker on faded/omitted no. or stenciling berth no. as the case may be. Examination and repair of safety fastening of all berths.
    iv. Examination of foot board, repair and tightening of loosen studs/bolts.
    v. Functionality checks and minor repairs of all windows shutters of non-AC coaches, folding tables attention to any defect.
    vi. Functionality checks of all water taps/cocks/Health faucets, flush valves, soap trays, towel holders soap containers, and attention for leakages.
    vii. Functionality checks of all flap doors, main doors, door handles, vestibule doors and door closures (Ac coaches) for free movement and attention for loose fitment and adjustment for proper closing of doors. Functionality checks and adjustment of door closures of AC coaches. Functionality check and repair of double acting doors of AC Coaches. Functionality checks and minor repairs of vestibule door of all coaches.
    viii. Visual examination of all window glasses for proper packing of rubber seal and minor attention if required/make other necessary arrangements as suggested by batch in-charges. Replacement of broken/defaced window glass, compartment door glass and main door glasses of all AC Coaches including LHB Coaches in AC coaches.
    ix. Visual examination and tightening of loosen screws of bidding provided on partition/side wall panels both in ICF and LHB coaches.

    x. Functionality checks of recline arrangement of chairs of chair car and minor repairs. Welding/Changing of parts should be ensured as suggested by batch in-charge.
    xi. Repair destination board and holding bracket, replacement of destination and coach indication boards.

    xii. Reporting of the items requires “replacement” to on duty supervisor, reporting of deficient item and its replenishment.
    xiii. Repair and replacement if required of Automatic Float Air Vent for roof Water tank with Cleaning and flushing of Water tank filter of LHB Coaches and functionality check of water level indicator of LHB Coaches.
    xiv. Functionality check of foldable safety rail and tightening the socket head screw.
    xv. Tightening the WRA flexible wire mesh hose connection hose pipe.
    xvi. Fitment of roller shutters for Pantry storage area.
    xvii. Attending and repairing of overhead water tank of ICF Non-AC coach.
    xviii. Fitment of clamps for securing Fire extinguisher. Periodical replacement of Fire Extinguishers. xix. Inspection and repair of Emergency windows. Inspection and fitment of hand hammer for Emergency windows.
    xx. Inspection and repair of roof ventilators.
    xxi. Inspection and fitment of door stoppers, flap door, partition door, berth stoppers, alignment of berths and latches.
    xxii. Inspection and repair of carriage locks and any other items of coach interior identified.
    xxiii. Application of undercoat on the exterior paneling where ever required.
    xxiv. Scraping the raised surface on the exterior to achieve uniform surface leveling where ever required.
    xxv. Application of the paint as per the given color-code given by authorize representative of Sr. DME/KIR.

    xxvi. Interior and Exterior manual touch up painting in coaches during pit line attention/ Screen printing of coaches, destination /indication boards etc. Large scale painting should be done by Railway only at sickline during SS1/IOH attention.xxvii. Painting of Main Door and its locking Handles, Footsteps, Handrails etc. as per advise by Railway supervisor.

    xxviii. Stenciling of Coach Particulars as per standard practice (existing on the coach body prior to painting) as per advise of Railway Supervisor. 
    xxix. Painting of window fittings as per Railway’s requirement.
    xxx. Painting of (i) Emergency Window (Identification band at Exterior, Lettering on Exterior) (ii)Alarm chain apparatus as per Railway’s requirement.
    xxxi. Railways will provide the Paint only as per the requirement.
    xxxii. Time to time instructions/guidelines given by HQ, Rly. board or Sr.DME/KIR related to pasting of stickers in coaches shall be ensured by contractor. The sticker cost shall be borne by the contractor. 

  • 3.6.3. The above points should be followed during maintenance. The following maintenance work/fittings must be ensured during maintenance of upper gear:-

  • Replace the mirror or mirror frame or both as required and screw properly.

  •  Mark the location of fitment as per the Drawing

  • Strip the LP panel in each bay to provide two stiffeners to hold snack table.
  • Weld two stiffeners in position & clean, paint with Red Oxide Paint.
  • Drill 4 mm holes only on the panel & pass through stiffeners.
  • Re-fit the LP sheet panel by marking the position of stiffeners.

  • Re-fit the pipe, clamp and refit the ceiling piece.

Hinged doors of toilet
  • Drop the defective lavatory door by unscrewing the hinges.
  • For new door, ensure proper size and fit the components like; through over catch, hinges, barrel bolt, handles, coat hook, and ventilator.
  • Fit the door to proper alignment.
  • Screw the hinges and ensure smooth working of hinges, barrel bolt and TO catch and also ensure that there are no gaps at both sides of the door.

Swing doors (AC Coaches)
  • Strip the door closure.
  • Strip the defective doors by unscrewing the hinges.
  • Fit the new/repaired door ensuring proper alignment and screw the hinges.
  • Ensure the all drops and hinges are working smoothly.
  • Fit the door closure.

Water filling pipe plumbing work complete
  • Remove the ceiling piece from above the leaking/
    defective side filling pipe and the clamps of the same.
  • Cut the supporting bracket welded to the under frame.
  • Open the worn drive hose clips to disconnect the hose.
  • Separate the two pieces of the pipe; replace the defective; reassemble the components using suitable thread sealing compound and jute or thread sealing tape.
  • Fit the assembly, clamp, fit worm drive hose clips, weld the supporting bracket and refit the ceiling.
  • Fill the tank and check

  • Unscrew the damaged/corroded molding.
  • Fit the molding and screw it to the wall to cover the joint.

  • Cut a suitable size patching roof sheet or LP sheet piece.
  • The size of the patch should be at least 10 cm more than the damaged surface being patched.
  • Screw/pop rivets the patch to the roof sheet/LP sheet to hide the damaged surface completely.
  • Do not patch over an existing patch. In place of two small adjacent patches use a patch of bigger size.

Rolling shutters
  • Unscrew and remove the inspection cover of the rolling shutter.
  • Disengage the rolling shutter from its mounting brackets and take it out.
  • Replace the damaged door, replace locking barrels and studs.
  • Apply suitable lubricant to the spring and ensure smooth functioning.
  • Remount the shutter, ensure smooth working and locking and close the inspection cover.

  • Fit the cleaned/new glasses and new rubbers/weather strips applying Silicon sealant to the joints.
  • Fit the FRP housing and palmate.

Window exterior glass / or sealing arrangement of window in AC coaches/RA/SLR look out glass
  • Disengage the safety lock housing.
  • Unscrew and open the palmate and the hinges of the glass assembly.
  • Open the glass assembly frame and separate all the components.
  • Remove the sealing rubber placed outside the glass assembly and clean the seating area on the body.
  • Clean the frame and glasses and reassemble with new/cleaned glasses and new fixing rubbers.
  • Fix the outside sealing rubber and mount the glass assembly.
  • Fit and screw the hinges and the palmate ensuring smooth working of the hinges and the barrel bolts.
  • Fit and lock the safety lock housing.
  • Apply silicon sealant from outside.

  • Uncouple the foot board at the door way by removing the fasteners.
  • Fit the new footboard with appropriate fastener (or repair as per requirement).

  • Unscrew the defective seats/berths/chair.
  • Take out the seat/chair/berth.
  • Fit the repaired/new seat and fasten the bolts after ensuring proper alignment

Sliding Door

Sliding door in pantry cars and 1st AC coaches
  • Unscrew and remove the palmate.
  • Disengage the top roller from the top rail and take out the sliding door.
  • Strip the top roller assembly and replace.
  • Replace the door panel and bottom guide.
  • Check the top rail and the bottom guide and replace.
  • Remount the sliding door, apply suitable lubricant and ensure smooth working.
  • Fit and screw the palmate, fit latches on the inside & outside for OPEN and CLOSED positions.

Vestibule sliding door
  • Strip the ceiling short piece from inside of the lavatory on the left side of the sliding door.
  • Disengage the top roller and take the sliding door out.
  • Check the top rail and the bottom rail, repair/replace as required.
  • Strip the top roller assemblies from the sliding door if required replace and refit it.
  • Replace the sliding door panel if required.
  • Mount the sliding door on the top roller and bottom roller to proper alignment, apply suitable lubricant and ensure smooth functioning.
  • Fit safety latches.

  • Batch Supervisor will account for the curtains after use, items wise and must record in the register. In case of any deficiency of the curtains, the same should be recorded in the register.
  • Concerned In-charges of Respective section should submit the monthly quantity attended by the firm with his remarks/ certification of satisfactory along with a list of deficiency as recorded in the register for passing of bills.
  • The contractor shall be responsible for the safety of all employees employed by the contractor. In case of any minor or major incidence will happen during the working time and the employee/employees sustain minor or major injuries, the contractor shall immediately make all possible arrangements for treatment of the employees working under him at his own cost. Railway will not be liable for any injuries sustained by contractor’s men.

Impotent Note: The upper gear maintenance involves fitment of different passenger amenity fittings in Railway mean renewal or replacement of defective or damaged fittings provided earlier in the coach or new item to be provided in the coach which originally was not provided in the coach. Fitment shall be done in coaches in the coaching depot mostly during maintenance of coaches in either Pitline or Sickline as per requirements. The following Renewal or Replacement items are also required to be carried out in the coaches during maintenance:-

  9. Non return valve, drain cock.
  10. Any other activity related to plumbing work & identified by on duty upper gear SSE/JE.
Welding works
  1. All types of welding works as per directives of on duty SSE/JE.
Trimming
  1.  Repairing of berth rexin.
  2. Maintenance & up keeping of curtains.

Any other work arises during coach examination and maintenance as instructed by SSE/JE orRepresentative of Sr.DME/KIR.

  • 3.6.4. Necessary assistance required for disengagement/engagement of Nitrogen Cylinder fitted in coaches for Fire Detection & Suppression System
  • 3.6.5 Vistadome Coach Automatic Sliding Door Maintenance.
  • 3.6.6 Vistadome coach lavatory occupancy indicator maintenance.
  • 3.6.7 Water seepage from Roof of Coaches:- Silicon Sealing or Epoxy Sealing on identified or leakage prone area of coaches roof and necessary water testing. The work to be executed with due compliance to safety aspect & observing OHE lines.
  • 3.6.8 Checking of Under slung tank for leakage & water raising pump for proper functioning.
  • 3.6.9 Any other item identified by Railway Supervisor during primary/secondary maintenance.
  • 3.6.10 The work should be executed as per procedure specified by CAMTECH/RDSO & mentioned in the Maintenance Manual of ICF coaches, LHB coaches, Vistadome Coach, Vande Bharat Coaches. Also, the work should be executed in accordance to latest Railway Board guidelines issued from time to time.
  • 3.6.11 The contractual staff has to deposit all the scrap/release material in the office of Respective offices of Pit line/Sick line on regular basis.
  • 3.6.12 All the material required for carrying out the maintenance work will be supplied by the Railway.
  • 3.6.13 Contractor has to ensure optimum utilization of the material during maintenance work.
  • 3.6.14 Contractor has to ensure zero damage or loss of the material given by the Railway for maintenance.
  • 3.6.15 Contractor has ensure that the frequency of replacement of staff minimized.
  • 3.6.16 Contractor has to ensure that the staff must have basic knowledge of their relevant filed of work, like Carpenter should know the use of tools and should have knowledge of carpentry work and same applies for plumber & welder.
  • 3.7 The contractual staff has to immediately attend the rake as soon as the rake is placed for examination after receiving instructions from the on duty SSE/JE. If the time limit for initiation of work exceed beyond schedule time as mentioned in penalty clauses, then penalty will be imposed.
  • 3.8 The contractual staff must maintain hygienic condition at the place of work. They should not spit or chew paan or gutkha during duty hours.
  • 3.9 For all the maintenance work, water & electricity will be supplied free of cost by railway.
  • 4.0 Cleaning of the Watering System of the LHB Coaches with Vinegar to Wash Out Chalk Deposit (Ref:- Maintenance Manual for LHB coaches, Chapter 10):
    Due to the quality of the water with a high hardness used in service for the LHB coaches a regular cleaning of the water system with vinegar is required to avoid the negative effect of lime scale on the function of the water system.
The following Cleaning Schedule must be ensured during maintenance of Water System:

  • Drain off the water from the 685 Ltr. tanks through the valve on the tank bottom (water scheme, pos. 45, No. 1) except for 100 Ltr. per tank.
  • Fill 4 Ltr. vinegar in each tank.
  • Open the draining for both pumps (water scheme, pos. 43, No. 2).
  • Drain off 10 Ltr. from each pump and close the draining.
  • Loosen the pipe for water supply behind the pump container (water scheme, pipe with diameter 22 mm, No. 3).
  • Start fist pump and let 20 Ltr. out, switch pump off.
  • Start second pump and let 20 Ltr. out, switch pump off.
  • Wait for min 6 hours (max 10 hours).
  • Drain off the water from the 685 Ltr. tanks (water scheme, pos. 45, No.1).
  • Open the draining for both pumps (water scheme, pos. 43, No. 2).
  • Drain off water from each pump and close the draining again.
  • Fill each 685 Ltr. tank with 100 l each.
  • Rinse both pumps alternating.
  • Drain off the water from the 685 Ltr. tanks (water scheme, pos. 45, No.1).
  • Fix the pipe for water supply behind the pump container (water scheme, pipe with diameter 22 mm, No. 3).
  • Fill the system with water.
Level – 2

Rinsing of the water pumps:

  • Close valve for water supply for pantry (below wash basin) (water scheme, pos. 42, No. 4).
  • Drain off the water from the 685 Ltr. tanks through the valve on the tank bottom (water scheme, pos. 45, No. 1) except for 200 Ltr. per tank.
  • Fill 6 Ltr. vinegar in each tank.
  • Open the return valve above the control panel for each of the 3 water tanks for the toilets (water scheme, pos. 42, No, 5).
  • Start pump and rinse for an hour.
  • Drain off the water from the 685 Ltr. tanks through the valve on the tank bottom (water scheme, pos. 45, No. 1).
  • Fill 400 Ltr. in each tank.
  • Start pump and rinse for an hour.
  • Drain off the water from the 685 l tanks through the valve on the tank bottom (water scheme, pos. 45, No. 1).
  • Close the return valve above the control panel for each of the 3 water tanks for the toilets (water scheme, pos. 42, No, 5).
  • Fill system with water.
  • Open valve for water supply for pantry (below wash basin) (water scheme, pos. 42, No. 4)

Rinsing of system:

  • Close valve for water supply for pantry (below wash basin) (water scheme, pos. 42, No. 4).
  • Drain off the water from the 685 Ltr. tanks through the valve on the tank bottom (water scheme, pos. 45, No. 1) except for 150 l per tank.
  • Fill 10 Ltr. vinegar in each tank.
  • Open the return valve above the control panel for each of the 3 water tanks for the toilets (water scheme, pos. 42, No, 5).
  • Start pump and rinse for 30 minutes.
  • Close the return valve above the control panel for each of the 3 water tanks for the toilets (water scheme, pos. 42, No. 5).
  • Use WC flush, wash basin flush and mug flush 3-times each.
  • Wait for 24 hours.
  • Drain off all water from the tank above toilets (water scheme, pos. 42, No. 5).
  • Drain off all water 685 l tanks (water scheme, pos. 45, No. 1) and pumps
    (water scheme, pos. 43, No. 2).
  • Fill the 685 Ltr. Tanks.
  • Start the pump and rinse for 10 minutes.
  • Use WC flush, wash basin flush and mug flush 3-times each.
  • Drain off all water from the tank above toilets (water scheme, pos. 42, No. 5
  • Drain off all water 685 Ltr. tanks (water scheme, pos. 45, No. 1) and pumps (water scheme, pos. 43, No. 2).
  • Fill system with water.
  • open valve for water supply for pantry (below wash basin) (water scheme, pos. 42, No. 4)
  • 4.1 Maintenance Procedure of Pneumatic/Electro pneumatic flushing system (PPFS/ EPPFS) in LHB coaches: 
  • i. The firm should have skilled manpower to carry out the repair and maintenance of pneumatic /Electro pneumatic flushing System which are fitted or will be fitted in the lavatory of Railway coaches. Pressurised Flushing system are of different make/ companies like SPAC, AIRFLOW, AMIT ENGG, IMI NORGRAN, CEMCON, DARSHAN, OASIS,CMT, JEKON, NATIONAL ENGINEERS, TMC, JANATICS etc. The Firm has to attend all make PPFS/EPPFS & arrange material for it. The list of conditional based items required are mentioned in the Rate Schedule of Tender document.
  • ii. Regular check up of these system should be done during pit attention as a daily maintenance.
  • iii. The overhauling work shall also be carried on those system which are defective & out of warranty period. The defective/Non-functional/Out of warranty system identified under concerned section in-charges & under supervision of on duty upper gear SSE/JE should be overhauled as per standard procedure. The Defective/Non-functional/Out of warranty system should be Dismantled, Repaired followed by Testing at Test Bench. In case dismantling of system, it is required to be dismantled, serviced, tested and refitted. Also, in case if a system is Dismantled, it is sole responsibility of the contractor to replace the system with good serviceable one or repair the same before Release of the Rake at the Pit line. Any negligence in this regard which encourages passenger complaint enroute will attract penalty as mentioned in the penalty clauses. All maintenance cost such as dismantling, overhauling, bench testing & fitting are included in the schedule with daily maintenance and payment will be made on per coach per month basis.
  • iv. The work of Dismantling of Pressurized flushing System & Repairing and testing of pressurized flushing system at Test Bench Include overhauling of Pressurizer unit and water locking unit.
  • v. After overhauling, refitting the complete assembly in coach lavatory, final testing is compulsorily to be done.
  • vi. The failed component which are replaced, with has to be deposited in the Concerned section of the respective depot.
  • vii. After making a Pressurized flushing system functional it should be verified by concerned SSE/JE as the repair is up to the satisfaction or not.
  • viii. The railway shall provide storage space for keeping material and machine in the depot if available at site. Security of material and machine will be responsibility of the contractor.
  • ix. The concerned on duty SSE/JE of each depot (KIR, NJP, KNE & BLGT) will maintain a record and sign the work completion. This submitted document will only be the basis of work completion.
  • x. A joint register should be maintained for overhauling of all EPPFS/PPFS system along with details of new component & date of fitment duly signed by concerned SSE/JE & contractor representative/supervisor.
  • xi. Warranty period of 01 (one) year will be applicable for all newly fitted items from the date of fitment. During the warranty period if any issue arrises due to material/workmanship failure then the contractor has to attend & put right the system within in the next pit attention which should be done at free of cost.
  • xii. In case dismantling of system is required, are to be dismantled, serviced, tested and refitted after making Pressurized flushing system functional and refitting the complete assembly in coach lavatory, final testing is compulsorily to be done. The same should be verified by concerned SSE/JE as the repair is up to the satisfaction or not.
  • xiii. During pit line/sick line attention, if any defect noticed, it should be repaired and fitted before release of rake from pit line or sick line. In case of emergency, if same day repair and fitment is not possible then it should be consulted to concerned SSE/JE for replacement of defect item.
  • xiv. If any defect could not be repaired at Pit line/sick line, then it should be informed to the concerned SSE/JE and the system is to be overhauled/repaired at sick line by the firm.
  • xv. The contractor should identify and overhaul all the Defective/ Non-functional & out of warranty system of precisely & thoroughly with replacement of Conditional based spares in such a way that the system once overhaul should work efficiently & precisely for a period of one year from the date of overhauling. Those system should be given attention during every trip attention at Pit line. In case of any failure due to any unavoidable circumstances, the contractor should repair & make fit the system without any extra charges except the cost of conditional based spare items which were not replaced during last overhauling or out of warranty. There should be warranty period of 01 (one) year for all the conditional based items from the day of its fitment.
  • xvi. The overhauling includes Dismantling & Repairing of Pressurized flushing system (PPFS/EPPFS) in LHB Coaches either at Sick line or Pit line, if a pressurized flushing system (PPFS/EPPFS) installed in Lavatory of a particular Coach is attended multiple times in a month, payment shall be made for 01 quantity only.
  • xvii. Identification of Overhauled System: After complete overhauling of a Particular PPFS / EPPFS system, a overhauled Sticker should be arranged & pasted at the back of Panel of PPFS / EPPFS system mentioning date of overhauling, system Make, Type (PPFS or EPPFS) & Signature of railway & firm representative, so that it is easily identifiable. A register should be maintained duly signed by on duty upper gear SSE/JE & Contractor representatives.
  • xviii. The Sticker should be printed in duplicate form & cost of printing will be borne by the contractor. One copy of sticker should be pasted in the Lavatory Panel of the system whereas the duplicate copy should be pasted in the Record register / Measurement book maintained at the Concerned section.
  • xix. Supply & installation of conditional based items for Maintenance of Pneumatic/Electro pneumatic pressurized Flushing System, if same item is installed in a system in a lavatory for more than once within a year, payment shall be made for 01 quantity only.
  • xx. Payment for work will be made on the basis of satisfactory work certified by the nominated SSE/JE of each depot (KIR, NJP, KNE & BLGT) on daily work register and consolidated Measurement book prepared by concerned section in-charges.
  • xxi. The following schedule must be ensured during maintenance of Pneumatic/Electro pneumatic flushing system in LHB coaches:

  • Activate the Push Button and check the functionality of Flushing.
  • If not, corrective action to be taken as mentioned in the general problems and their remedial actions.
  • Ensure availability of Passenger Notification near the push button. If not, to be provided.
  • Check whether there is water or air leakage on Western Style Module/ Indian Style Module.
  • Check all the Hose Pipes Under frame, replace them if Necessary.
  • Check for Rusting of Parts.
D2 schedule
  • Rubber Seal Kit of Water Pump to be cleaned / replaced.
  • Spool Seal Kit of Pneumatic Valve to be cleaned / replaced. Spring of NRV, 2/2
  • Valve and Piston valve to be checked / replaced.
  • NRV to be cleaned if water flow is less & quality of water Bad.
D3 schedule
  • Lubrication of Door hinges, door handle, vestibule sliding door for smooth functioning.
SS-1 Schedule
  • Filling 4% lemon acid solutions into the lavatory bowl/pan. The liquid should cover the spray nozzles. Immerse for one hour and then clean the lavatory bowl/pan with clean water and soft brush.
  • Clean the lavatory bowl/pan nozzles.
  • Check the leak tightness of the discharge valve (2/2 Piston Valve).
  • Replace the Silencer of Cylinder Middle Cover.
  • Check operation of Water Locking Unit. If necessary, replace with new spring.
  • Check the ageing condition of Hose under the Coach, and replace it if necessary.
  • Remove the safety Valve on the interim tank, repair or replace it if necessary.
  • Cylinder needs to be opened and check the scaling level for operation of Piston. Seals of Cylinder need to be changed due to opening of Cylinder
  • If required, Water Side Piston need to be replaced.
  • Waterside cylinder Barrel to be cleaned with water arid soft brush.
  • Perforated holes of spray ring in the commode pan bowl assembly to be cleaned with metal brush & pressurized water jet
  • Note: Additionally, Check sheet as per APPENDIX-II is to be ensured during maintenance.
