Scope Of Work

  • Cleaning services to be provided at each CTS:
  • High pressure jet cleaning and disinfection of all coach toilets including wash basins with specified pressure.
  • Floor drying with dry & wet vacuum cleaner and general wiping of all toilet fittings.
  • Cleaning at vestibule area, floor between the toilets, doorways including compartment wash basin.
  • Mopping/swabbing of the above area with disinfecting agent with the help of specified mopping arrangement.
  • Mopping and swabbing of area between toilets and between doorways and vestibules.
  • Spraying of deodorant and anti mosquito agent in all coaches.
  • Disposal of collected waste from all the coaches and underneath the washbasin from AC coaches. The contractors’ nominated representative/supervisor in charge will liaison with the SSE/C&W representative of the Railways for disposal of accumulated waste at nominated place.
  • Disposal of garbage collected from OBHS staff in plastic bags in nominated corporation vat outside Railway premises.
  • Sweeping, cleaning with high pressure jet, drying with wet & dry vacuum cleaner & moping of compartments and window shutter closing and padlocking of doors for the trains stabled for 3.0 hrs or more for platform returned /originating trains. This cleaning includes cleaning of toilets by HP jet action, cleaning of compartment & toilet wash basins & disposal of collected waste. Sequence of activity is same as above.
  • Provision of one gang, consisting of four staff with equipments & chemicals at night shift at NJP (from 21:00 hrs to 5:00 hrs) passenger platform daily, to attend cleaning of specified rakes as per scope of work, to attend the through trains and also attend the complaints of brake van of goods trains.
  • Duty Hours & Number of Coaches to be attended
    a. The contractor shall work in two / split shift (06 to 14 hrs& 14 to 22 hrs) per day. The shift timing may be changed also one gang of 4 unskilled staff with equipments & chemicals at night shift provided for attending the passenger complaints and attending the Dry cleaning of PF return coaches in night as per the decision of the Engineer from time to time keeping the total duty hour same seeing local conditions. Details of Trains covered under this scheme is at Annexure S4.
    b. Two squads shall be employed to tackle trains arriving on different Platforms, one work station consisting of 03 staff to attend 02 coaches within the stoppage time. 02 squad per shift is taken into the consideration with 10 workstation each for CTS work and cleaning of platform returned trains, also there will be 4 unskilled labour in night to attend the PF return coach in night and attend the passenger complaints. Total Manpower is as follows-                                                                                       Highly Skilled – 1 (Project In-charge)

    c. Contractor should prepare an action plan to tackle 24 coaches within 10 minutes stoppage time& attend all
    enlisted trains of each shift.
    d. Each workstation equipped with 03 workers (02 Machine operators of semi skilled grade & one cleaner).
    3.0 The Scheme of automation:
    (i) Two coaches will be attended by one workstation with 3 men using machines as under:
  • Two coach length cable runners and reeling arrangements for running 2 machines of up to 2 KW each or suitable alternative.
  • Portable/Back pack type high pressure jet cleaning machine (jet pressure above 40 bars) with dozing arrangement using 5 to 6 liters of water per minute from coach tap to clean each toilet.
  • Portable/Back pack type wet vacuum cleaner/blowers for toilet drying.
  • Modern floor swabbing equipment for cleaning inside coach.
  • The machine should be electrically operated to avoid noise pollution.
  • Contractor by his own cost will arrange ‘Auto Dozing Plant’ from OEM of Chemical used.
    (ii) The servicemen will be provided smart and bright coloured uniform including shoes and headgear displaying name
    of the scheme, IR Logo and contractor’s logo.
    The entire process will be completed within 10 minutes. The process, work methods, cleaning agents, machines
    and overall logistics will need to be refined and should be perfect. Shift Timing will be from 6.00 hrs. to 14.00 hrs
    and 14.00 hrs. to 22.00 hrs. per day. 

The Scheme of automation:

(i) Two coaches will be attended by one workstation with 3 men using machines as under:

  •  Two coach length cable runners and reeling arrangements for running 2 machines of up to 2 KW each or suitable alternative.
  •  Portable/Back pack type high pressure jet cleaning machine (jet pressure above 40 bars) with dozing arrangement using 5 to 6 liters of water per minute from coach tap to clean each toilet.
  •  Portable/Back pack type wet vacuum cleaner/blowers for toilet drying.
  • Modern floor swabbing equipment for cleaning inside coach.
  • The machine should be electrically operated to avoid noise pollution.
  • Contractor by his own cost will arrange ‘Auto Dozing Plant’ from OEM of Chemical used.

(ii) The servicemen will be provided smart and bright coloured uniform including shoes and headgear displaying name of the scheme, IR Logo and contractor’s logo.
The entire process will be completed within 10 minutes. The process, work methods, cleaning agents, machines and overall logistics will need to be refined and should be perfect. Shift Timing will be from 6.00 hrs. to 14.00 hrs and 14.00 hrs. to 22.00 hrs. per day.

Work Schedule:

  • High pressure jet cleaning and disinfections of all coach toilets with specified pressure including cleaning of compartment & toilet wash basin.
  • Floor drying with wet vacuum cleaner and wiping clean all toilet fittings in these coaches.
  • Mopping/swabbing of aisle, doorway, gangway, toilet corridor area with disinfecting agent with the help of specified mopping arrangement.
  • Spraying of deodorant and anti mosquito agent in all the coaches.
  • Sweeping, cleaning & moping of compartments for platform returned originating trains. This cleaning includes cleaning of toilets by HP jet action, cleaning of compartment & toilet wash basins & disposal of collected waste.
  • Disposal of collected waste from all the coaches & underneath the Wash Basin from AC coaches.
  • Garbage collected during CTS activities (sweeping of coaches, Dustbins of coaches & from OBHS team) shall be disposed in Corporation nominated vat / dumping area outside Railway premises.
  • Contractor shall supply all machines including adequate spares, consumables of adequate stock and equipments as per the tender specification and ensure their day-to-day maintenance and supervision so that work is done in mechanized manner in safe and efficient way.
  • Before use of cleaning solvents, firm’s representative / supervisor in charge shall take certificate from SSE/C&W/KIR or his nominated representative for brand quality, quantity and dilution percentage daily.
  • The resources required for the contract such as manpower, Machines, Materials etc as prescribed below.
  • As the cleaning work of the coaches at platform during its stoppage time always relates to time factor, the cleaning work of coaches under CTS scheme should be completed following each sequence within 10 minutes

Bio-Metric system of attendance

  • The contractor has to provide finger print Bio-metric attendance equipment. Every day the attendance of the labour
    deployed to be obtained on Bio-metric attendance equipment. This will be the basis for arranging payment for the
    manpower deployment. It is the responsibility of the contractor to ensure the equipment should be in good working
    condition for the entire period of the contract.

PROVISION OF PENALTY

Penalty and Reward System:

  • As given in the above section, a consolidated score will be calculated based on the aggregated monthly score of all scores from the key performing areas of the contractor and the contractor will be penalized / rewarded on its basis. The table below sets out the penalties which can be levied on a poorly performing contractor. The contractor will receive a performance bonus for excellent performance in all areas.

  • According to the table provided above, based on the monthly performance score of the contractor, the contractor’s payment will be determined. Each month, payment to the contractor will be made by Indian Railways only after she/he furnishes proof of payment of that month’s wages via bank transfer to all the staff employed under the contract with Indian Railways.
    If the contractor’s monthly performance is not satisfactory, score is <50%, the contract review process can be initiated. The railway authority will determine the appropriate course of action including the following –
    a) A performance notice may be sent to the contractor to improve the delivery of services/correct any default or negligent performance of duty that is highlighted in the notice.
    b) In the notice, the authority may provide a stipulated time for corrective action to be taken by the contractor. If the contractor does not take corrective action or the contractor’s service delivery does not improve within the stipulated time as provided, the appropriate authority may choose to initiate the termination proceedings.

WORK EVALUATION & PENALTY:

  • The payment shall be linked to the daily total score and the scorecard shall be filled. However, cleaning of toilets should be given preference over other works. If the Toilet Score for any train becomes less than 70% under any circumstances, the scorecard of that train will not be considered for any calculations.
  • Payment is based on score card. SSE/C&W shall ensure that, train wise score card to be filled at the time of schedule checking by Rly representative & contractors representative jointly. The items, which could not be cleaned for any reasons payment will not be made for this item. Rly representative should take care about the quality & quantity of the cleaning.
  • Contractor is responsible for 100% cleaning. In case, if the score of any individual item is less than 75%, the amount of same as accepted cost of the item will be deducted in addition to the nonpayment of the item.
  • In case of non attention of complete coach, 3 times of the accepted rate will be deducted in addition to nonpayment of particular coach.
  • In case the contractor achieves a performance of less than 75% on any individual train the scorecard for that train will not be included for calculation.
  • If staffs are working without uniform or working with insufficient tools and tackles a penalty may be imposed up to Rs.1000/- in each occasion. This uniform includes Gumboot, dress, rain coat, cap, Ebonite nameplate, cotton musk. Rate of penalty for dress / tools & tackles is Rs 1000/- per occasion and for other items as mentioned above, it is Rs 500/- per occasion.
  • The Railway Administration may terminate the contract if the work executed by the contractor is consistently unsatisfactory (below 75%) for 10 consecutive days.
  • Penalty for short deployment of manpower deduction as per daily wages plus penalty of Rs.1,000/- per day per short deployment.
  • If any theft case occurred by contractors employee Penalty @ Rs.50000/- per case will be imposed.
  • Contractor has to submit the bills as per CA provision.

During Inspection: 

  • DRM/KIR / ADRM/KIR and any BOmay conduct surprise inspection of the CTS works at any time at KIR Station regarding the quality of cleanliness of coaches. In case of unsatisfactory performance or if found methodology of CTS not observed or found breach of CA for any clause, unlimited penalty will be imposed by authority.
  • During inspections carried out by any Officer or Sr Supervisor, if the Labour engaged by the contractor is not found in prescribed uniform or with proper identity badges, penalty of Rs.5000/- (Five thousand) only will be imposed in each case along with wage of labour for this day.
  • In case of passenger complaint for cleaning or train detained by passenger for cleaning Rs 5000 (five thousand) only will be imposed per occasion in addition to loss incurred by Railway to pay any compensation / train detention.
  • Railway Officials of different ranks will be inspecting the quality of cleanliness of coaches from time to time. Adverse remarks of any inspecting official regarding lack of manpower, lack of prescribed M & P, lack of prescribed chemical or public complaints received on cleanliness of coaches, the contractor will be liable for a penalty of Rs.10000/- (Rupees ten thousand only) along with compensation awarded to complainant in any court of law or by consumer court.
  • Penalty for poor quality of cleaning & housekeeping work Spot fine: Minimum – Rs.2000per day per occasion.
    However total penalty should not exceed 16% of contract value.
